Renowned for his extensive tenure in the Pakistan Army, General Afsar has made significant contributions in IT-related technical development and administration, alongside his dedicated service with Pakistan’s Mission to the United Nations (UN).

He demonstrated his expertise in public policy during the 2010 floods by authoring a research paper in the Geographic Information Systems (GIS) department, focusing on the public policy response.
As the recently appointed Chairman of NADRA, General Afsar further enhanced his academic credentials with an MS in GIS and Remote Sensing. His innovative research on rapid geospatial data creation through photometry earned him a presidential award. Additionally, he holds an MS in National Resource Strategy from NDU Washington, with specializations in supply chain management and the C&IT industry.
Currently, Lieutenant General Afsar is pursuing a PhD in remote sensing at NUST Islamabad, focusing on the integration of artificial intelligence with remote sensing for plant disease identification.
Beyond academia, General Afsar’s accomplishments extend to his practical experience. His role as a Military GIS Officer at the UN showcased his proficiency in IT-related domains. During the 2010 floods in Pakistan, he played a crucial role in developing a GIS application for disaster recovery.
As Director General of the Command, Control, Communication, Computers, and Intelligence (C4I) Directorate, General Afsar oversaw comprehensive IT management. Promoted to Lieutenant General, he continued his exemplary service as Inspector General of Communication and IT, and subsequently, as Commander of the Pakistan Army Cyber Command.

What is FRC NADRA, How Can You get FRC?
FRC is a Family Registration Certificate (FRC) and issued to applicants by the National Database and Registration Authority (NADRA). This certificate details the family composition of the applicant, whether by birth or marriage. It is important to note that individuals not registered with NADRA, and those without a 13-digit identification number, will not have their data reflected in the FRC.
Categories of FRC NADRA
- By Birth: Includes parents and siblings.
- By Marriage: Includes spouse and children.
Applying for FRC Based on Parents and Siblings
To apply for an FRC based on parents and siblings, the following information/documents are required:
– The 13-digit ID number of CRC/CNIC/NICOP/POC for siblings and parents.
– Correct name spellings as per the available record.
– Photographs of family members under 18 years old, and the applicant themselves.
Please note the following:
– Family members not registered with NADRA or those with incomplete information (e.g., missing parent names and ID card numbers) will not appear in the FRC. Such family members need to update their ID cards with the relevant details.
– If a POC holder exists in the family, that member must apply for the FRC and include other family members as relatives.
– Upon successful submission of your FRC application, you will receive the FRC via email within 1-2 working days as a PDF document, which you can print.
– Only the English name spellings can be corrected if necessary. No changes to the names of any family members are permitted.
